When I select an area to scale and move, Photoshop 2021 makes a weird floating effect. After resizing and releasing the selection or layer, continues moving for a few second, as if it were floating with some inertia do to the original movement I made when resizing. For this reason, placing elements in their exact position has become very difficult. There's a way to deactivate this "floating" effect"?
I'm working with the 2020 version to avoid this problem.

Please provide more exact detail so we can better help you.
From what little we know this sounds like a technical hardware/redraw issue. Could possibly be a software interface issue resetting prefs could resolve.

Thanks for your fast response. This is exactly what happens:
I made a selection with any tool (wand, lasso, marquee).
I press command+t to activate free transform
I resize the selection, release the object
Then the selection begin to move on their own in the direction I've used to resize
