Photoshop freezes after export as

Photoshop 2017. Whenever I click File -> export as photoshop freezes. Large or small files. Any idea?

Mac or Windows, and EXACTLY which version of the operating system?

Recent Mac AND Windows operating systems have been known to cause "odd" problems

Are you using a computer Administrator account with full read/write permission?

What is the exact error message that you see?

Sorry for not providing more information.

Windows 10. Yes I'm using an admin account. There is no error message. Once I click file -> extract nothing happens and I can't click anything else in the program.
