I cant seem to open any files with out PS freezing. I have the most recent versions of PS and PS Beta. I've made changes the memory usage, image processing speed, opened up PS with out using the graphics card and opened PS as an Admin and nothing seems to work.

This happens with both PS and PS beta?
Try opening PS with Shift held down to force it to not load plugins.
Do you get any error messages?
Can you create new files and save them?
Are the files on a local drive?
Is your OS in good health?
Are there any Photoshop temp files left in the root directory of your scratch drive?

Is your OS in good health? Yes, I bought the laptop brand new in May. The OS is up to date

The Creative Cloud app allows for the simultaneous installation of multiple versions of Photoshop (ignoring the Beta). Can you use an earlier version without it freezing as a test?

No luck. Still haveing the same issues with versions 24.4.1 and 24.5
