photoshop gives a 147:1 error, will not open

I have a 2009 CS 4 suite that I have been using since I bought it.  Today for the first time when I opened photoshop I got an error that is 147:1.   Apparently its a licensing thing.  I went to https://www.adobe.com/support/contact/licensing_download_eula.html to download the licensing repair tool and it will not download.  How can I get my CS 4 to work again?  Thanks,

Thanks so much for that tip.  I did get the tool downloaded but after running it three times as per instructions on it, it still did not work.  So luckily, I actually found the original box I purchased in 09 with the disks and reinstalled it and now so far it is working ok.
