"Your Graphics card is in compatible". How to fix these two incompatibility issues: 1. DirectX unavailable. 2. Insufficient vram.

Your GPU is not up to the task. It is probably old one which can not handle newest Photoshop versions. Fix is to replace GPU unit either to replace Graphics card or CPU with integrated GPU what probably means entire system.
