Photoshop hangs after latest update (Win10)

I've been having Photoshop freezes in the past few days that have made doing pretty much anything impossible.  Opening the file I'm working on and doing a context-fill seems to pretty reliably freeze.  Two days ago I had a freeze at 0% of a save operation that was frustrating.

 

As a test - I made a blank PSD file 1000x1000px, painted some blue on it, and got the hang before I could even save it.

I've followed the instructions for resetting Preferences, but perhaps those are out of date as I do not see a dialog "Delete the Adobe Photoshop Settings file?" (https://helpx.adobe.com/photoshop/using/preferences.html#restore_preferences

 

Oddly, the submit freeze instructions that show up on search only apply to Mac - is there as similar page for Windows? (https://helpx.adobe.com/photoshop/kb/how-to-get-a-process-sample-or-spindump.html)

 

System Info and a screenshot of the Task Manager attached.  Note there's a "crashpad_handler.exe" there but perhaps it can't kick in since the main process is not responding.  I don't recall seeing those Microsoft Edge WebView processes previously - is that new?

I have a similar problem on my Windows 11 computer with the latest version of Photoshop, which hangs when I try to open a raw file (.dng and .arw).  Apparently the new Photoshop can't open the Camera Raw plugin,  I can open a .jpf file directly into Photoshop.  My problem ia limited to raw files, which means Photoshop is useless to me.

@J453 Okay, I can't add it to the post and I just realized how huge the Settings folder is (354MB zipped).  Want me to private message you a Dropbox link?

Thanks @J453 - I downgraded to 23.1.0 to finish and project, and just reinstalled up to 23.2.  I thought it was all good until it crashed just now.  I did a few minutes more editing with the reset preferences and haven't seen a crash yet.  I'll try to attach the settings folder to the original post.

First, makes sure we're in a known state in case there is a stale setting:

Restore your preferences using this manual method:

Does it work correctly?
If that doesn't solve it, you can quit Photoshop and put the Settings folder back.
If it does solve the problem, I would like to get the folder of settings to try and figure out what is bad with them.

 

If prefs restore doesn't help, go to Preferences > Performance and click on the "Advanced Settings" button. Uncheck Use OpenCL, restart Photoshop and try your steps to see if the problem persists.

Uninstalled 23.1.1 and Reinstalled 23.1.0 - did all the same actions as before without any hangs.

So back in business until 23.1.1 can get a fix I'll stay on 23.1.0
