I rotated an image in photoshop and now when I go and use the history brush, everything is upside down. How do I make this work?

When you use the History Brush, you are painting in pixels from a previous state. PS does not see "upside down" — it only sees pixels that were there before and pixels that are there now. One thing you can do is to select a different state to paint from — you can select that by clicking in the first column with gray boxes.

By default you have 50 history states to choose from (plus the opening state) unless you change the number in Preferences. This may or may not be something you can resolve if you need more than the 50 states in your current project. Open your History panel. Is there a state you can paint from after you did the rotation?

Hi

For future projects, if you expect to be painting the history back in, you might change the number of History States to a higher number in Preferences > Performance and / or take Snapshots of the states you want to paint back in.

Note that setting the History States to a higher number can affect performance, as PS needs to remember all of those states, and that PS clears the History and Snapshots when you close the file.

This is the whole purpose of the history brush, it reverts to a previous state exactly how it was. It wouldn't make any sense to change that; then it wouldn't be a history brush anymore.

You can try to experiment with non-linear history (checkbox in Preferences), but I don't know if it does what you want here. Note that non-linear history greatly increases memory and scratch disk requirements.
