Photoshop: How do I modify transparency of fill without affecting the stroke transparency?

I'm using Ps 24.1.0, on a MBP, OS v. 12.6.2

I want a transparent green fill with a 100% opaque black stroke.

The appearance panel doesn't allow these modifications separately.

Stroke as in Shape Stroke or Layer Style Stroke? 

Could you please post screenshots with the pertinent Panels (Toolbar, Layers, Options Bar, …) visible?

Normally, in the Layers panel in Photoshop, you should be able to set the Fill opacity on its own, as shown below. Are you doing it a different way?

…there is no Appearance panel in Photoshop, are you working in Adobe Illustrator, which does have an Appearance panel?

Appearance panel is in Illustrator! in Photoshop you can work with Fill opacity to make the Fill transparent.

You have the properties panel to work with~ but you cannot control the Stroke! you can control it in Illustrator!
