Photoshop - How to use the Edit - Fade

Photoshop! What could I be doing wrong? I open a photo, and in the "Edit" options, I don't have the "Fade" option accessible - On!

You need to apply a filter, or fill or something else that can be faded.

Good morning, Stephen_A_Marsh! First, thank you very much for your support. I saw a video where they use the technique using Edit - Fade... "How to Reduce Noise in Photoshop I Remove Grains I Noise Reduction in Photoshop" - In this video, it starts with the command Shift+Ctrl+F, and it doesn't seems like I've applied something before... After your suggestions, I only had success when I applied a filter, it already activated the Fade, but I still didn't get the effect I wanted... With the New Fill Layer, I still didn't get anything. Thank you anyways. I will keep trying
