Photoshop jumps to lower right of display on launch (Windows10)

Frustrating issue. Unable to use Photoshop on Windows 10.1
Upon launch Photoshop jumps to the lower right of my display so that most of the Photoshop editor window is off-screen.
When I try to drag it to the center of my display, it snaps back!
Spent some time googling, and tried resetting my Preferences, no difference.

Any help appreciated!

1. Maximize your Photoshop application frame.

2. Close Photoshop.

3. Relaunch Photoshop.

Does that solve the problem?

Ended up uninstalling and reinstalling.
