I have uninstalled and reinstalled adobe creative cloud multiple times and changed the route for downloading through preferences to the D drive multiple times. However, everytime I keep reinstalling photoshop specifically it goes to C drive.

Hi, have you installed the creative cloud App in C: drive? Then only photoshop in drive D?
It seems that CC app must be installed in c: drive to work well.

If your system drive is full, there is nothing to gain from installing the application on another drive. There's only a couple of GB saved, which is nothing in the bigger picture, and a large part of the installation will still end up under your user account on the system drive.
What you need to do is clean up your system drive. That can free up a lot more space. Start by running disk cleanup from your operating system - this will usually give you ten to twenty times more space than what the Photoshop program files take up.
A thorough disk cleanup can sometimes free up 100 GB or more.
As a rule of thumb, your operating system plus a standard range of applications should not take up much more than 75 - 100 GB. If it's much more than that, you need to clean up.
