Sorry for the trouble. We’ve seen similar reports from other users recently, and in many cases, this happens if a cleanup tool or optimizer was run on the machine. If you are using such a tool, please turn it off. After that, try uninstalling Photoshop and reinstalling it from the Creative Cloud Desktop app to restore the missing components.
