Photoshop Layers panel always opens appears closed in saved workspaces

Photoshop latest version (and previous point version)

When photoshop opens my workspace is not shown as when I closed it, specifically workspace does not save layers panel as open. If I chancge workspace or save a new workspace with the panel open it still appears closed.  This is not how it has operated in all previous versions

Thanks - bizarely that does work. I think it's something to do with full screen mode as vaguely remember switching to full screen mode fairly recently rather than just window re-sized to almost full screen which I think was what I normally used.
