Photoshop makes images blurry 'fit on screen" - M1 Mac

Photoshop makes images blurry 'fit on screen" however no issues if images are smaller or bigger than "fit on screen". I am on M1 mac os Ventura on external monitor. I don't see this problem when I use photoshop on primary display!

What make and model is your external monitor?

In Apple>System Settings>Displays what are the settings for the external monitor?

Will screenshots show the blurriness?

What is the aspect ratio of your image and what is the aspect ratio of you screen?
