photoshop move tool pulls image off canvas

so i draw something, and when i select the move tool. it pull and snaps it to the right side of the canvas no matter where i put it. it will pull to the right until i can no longer see it. auto select is off, snap if off and ive already reinstalled a couple times, cant find a solution anywhere.
