You can opt to hide tools you don't need, but you can't remove them. Same goes for Filters. If you don't use them, they take up nothing.

Another way is to increase ram and ssd space by adding more if you can do it. Managing scratch disk space is another way to increase efficiency.

Unwanted filters and tools usually don't hurt performance because they aren't running until you select them.
Technically you could remove tools and filters, but there are two problems with that approach. One is it probably won’t make any difference, and the next time you update Photoshop they will probably be reinstalled.

It is all part of the performance.
I have 23 Mg of ram and PS works great.
