Hello, there are many solutions in this thead, including a free codec pack named sagethumbs: https://community.adobe.com/t5/photoshop-ecosystem/windows-10-fall-creators-update-psd-thumbnails-not-showing/td-p/9411752

There is also the solution to use the free Adobe Bridge to preview and do many more things with your files!

Windows does not install a codec to read PSD files and turn them into thumbnails/previews by default. You will therefore need to install a third party codec if you wish to see thumbnails rather than icons. As an alternative you could just use Bridge to view the files as advised by PECourtejoie above.

Double Clicking the file will open it in Photoshop and you can view it. Also, There are many Online stuff to open the PSD file.
My recommendation is to open it through free Adobe Bridge.

It's a Windows issue not Adobe's, I use Fast Stone Image viewer, which supports PSD previews

https://www.faststone.org/FSViewerDetail.htm

It's also color managed, but you need to enable it in the settings

I don't like to load applications, I'll keep loading a JPG as a preview : -(
I will hope that one day it will be fixed.
