Photoshop’s text box is unresponsive. I can open a text box, but I can’t do anything else

No curser is available. I have rebuilt photoshop prefs, tried creating a new file rather than edit the existing one, restarted the computer and updated photoshop. The issue remains.

There is no error message, I just have no ability to type text in a photoshop file. I can select the text tool and open a textbox, but then I have no curser to be able to add text. Essentially, the photoshop text tool isn’t working.
