Blue pop up which says "This request cannot be completed because there is not enough storage space on your device". However I have currently used 24 GB out of 32 GB on my iPad and I checked my iCloud storage and I have only used .56% of my 100 GB. I am occasionally able to open files but often cannot save changes or complete actions.

What iOS are you running, and what version of Photoshop?
If you have the latest updates (as of this writing, iOS 14.6 and PS 2.6.1), you may want to report this issue on the Photoshop for Mobile Feedback forum:

What are the document dimensions and number of layers of the file you are opening? What does iPad settings/About/ Available show you have on device when you have one of the files open?

I'm trying to create a new file so zero layers. I deleted all my other files to "create space" and its still not letting me open Photoshop on my ipad? I can't even use it and I'm paying for it which is a bit frusterating. I'm only using 20 gb of space on my ipad

How much free space is on your device? What are the dimensions of the document you are creating? Can you post a video of the issue?

Is that the capacity or the available space? Can you upload a screen shot of the Settings? Coul dyou also upload a video of the issue when you hit it in Photoshop?

I followed your instruction and that was the capacity. I'm using 19 gb shown in the storage. I uploaded a video of the error earlier in this thread with screen shots as well.

Thnaks for the video and screenshot, I missed seeing them. Based on those you are using 22GB of the 32GB on your device which leaves around 10GB. The document you are creating is 200 by 350 inches. Those dimensions will generate a file that takes 17.6 GB. A smaller document size should work.

Well this still does not work for me. I literally had 1.1 of 5 GB used and it wouldn't let me. I have just now upgraded, restarted my IPad, deleted and reinstalled Photoshop, and now have just under 50 GB of free space and it is still popping up. This is insanely infuriating.

Mine is doing the same thing, I have used 3 GB out of 100 GB. I even made a google photo to save my designs on because I went through and deleted all the designs to free up space I already have. I'm using an iPad Pro updated to IOS 15 and the photoshop is completely up to date. I'm not entirely sure why its doing it. I'm not even able to work right because of this problem.

The space the application is talking about is the space on your device, not the Adobe cloud account. How much free space is on your device? Photoshop requires a minimum of 2GB free on your device to run.

Can you grab a screen shot of the error you are hitting? On the available space number shown, is that after Photoshop is launched and the tile you are working on is opened?
