Photoshop se traba al dar doble click a una capa

Tengo la version 25.11 de photoshop en windows 11, y estoy tratando de editar una capa al darle doble click a ella para que me aparezca la ventana donde se pueden configurar los efectos y añadirlos, pero al dar doble click a la capa se activa la herramienta de paneo y no me permite guardar, seleccionar otra capa, otra herramienta, ni tampoco cerrar el programa. Lo he tenido que cerrar desde el "Task Manager" a la fuerza.

 

Es un problema reciente o ahora PS ya no funciona como antes? como puedo solucionar este problema?
