If load a 16x16 pixel image and enlarge it, Photoshop smoothes it. How to fix it?

I finally found a solution to this problem. Ctrl + K - General - Image Interpolation - Nearest Neighbor (preserve hard edges)

From a 16x16px original you would be best to upsize to something that is evenly divisible by 16, such as 32, 64, 128 etc. In other words, resizing x2, x4, x8 etc (200%, 400%, 800% etc. nearest neighbor.
