Known bug which has bothered a lot of people. A fix is in the pipeline.

In the meantime, you may be able to fix it by resetting preferences (which is what I did). If it doesn't work the first time, try again. Nobody knows why multiple resets should do any better than the first time, but apparently it can. Once gone, it doesn't come back.

Are you using tablet?  What we are seeing in your video is what happens when the space bar and modifier key are pressed those being Ctrl or Alt.  Could that be happeing?  Or are you definitely pressing just the space bar?

use the tablet and the mouse both,

space(hand tool)mouse drag/tablet drag,

space+alt(zoom tool) mouse drag/tablet drag,

space+ctrl+alt(zoom tool) mouse drag/tablet drag

Whatever tools i use,

LATEST

After updating Photoshop to the latest version and then resetting your preferences at least twice, the issue should go away.
