Photoshop tools always open sub menu.

I've been having this problem for about a month.  I have PhotoShop CC 2018 on Windows 10 and it is updated to the latest edition. The problem showed up at the same time as those incredibly annoying video tooltips (which I have already disabled).

Now, when I left click an item on the tools palette, it always acts as though I have clicked and held to open the sub menu (right-clicking does the same thing). I cannot use any tool without clicking twice: once to open the sub menu, and the second time to select my option.  Has anyone encountered this?  It is not happening with any other Adobe program and it's a major time waster.

Restoring my settings to default did NOT help.

As I said above, I did restore my preferences to default and it did not help. I did this both by the method indicated above, and I also removed my settings file manually to force PhotoShop to create a new one.  Neither had any effect on my issue.

I'm afraid that did not work either.

Though, it did somehow introduce an error:

     "Could not complete the Exit command because of a program error."

That's new.

Ok, next: Follow the instructions to uninstall Photoshop and run the cleaner tool:

Use the Creative Cloud Cleaner Tool to solve installation problems and then reinstall.

Ok, something about CC 2018 not getting along with your OS/Hardware. You do have the option to install an earlier version of Photoshop. Keep CC 2018 and when a bugfix is released, try it again.

From your CC Desktop:

Downgrade1.png

Then pick an older version. CC 2017 and if that is not good, CC 2014 is a good choice.

I should have replied a while ago, but ... amazingly, removing all traces of the new version and reinstalling the previous version, did not fix it.  I cannot fathom why.  I gave up.  Hating PhotoShop so much now.

Have you considered using a different mouse (it may be lingering when you lift your finger) or adjusting mouse controls in your computer OS?

Well, no, I hadn't considered that but it would be odd for it not to affect everythign on my computer.  Also, it happens 100% of the time, not once in a while.

But as it happens, my mouse died ten days ago and I installed a new one.

As a designer, I only use top end gaming mice because I have a RSI and need very high resolution and plenty of customizeable buttons, so I don't think that could be the case.

Just a follow up.  It's been close to a year. tried all of the above fixes including rolling back versions, reinstalling, etc.  Same issue. Not the only issue I have with the current version of Creative Cloud (way more problems with Illustrator) but still, annoying enough I avoid PhotoShop as much as possible these days.  I decided to post again because Adobe has a habit of answering questions with suggestions that do not work, then marking their own answers as correct. Not cool. Your fixes did not work.

I had this problem too long now. I chose to ignore it. But now I found the culprit. My magic mouse (version1). I used an app called JITouch to enhance the magic mouse's functionality (I used the middle mouse click function). I disabled it one day and the sub menu is not showing now. I re-enabled it. and the problem is gone now. I think this third party app utility is the one to blame (I guess for my case). I hope this helps.

I just had this issue and solved it by changing the "double click" setting from the windows mouse settings. it was close to "fastest" . when I bring the slider to middle the problem was gone. 
Maybe it helps somebody.
