In CC2019 almost at every Tool he must think,if or I am not enough memory?

You have plenty of RAM to work in Photoshop, even on large files, so that would not be causing a slowdown for the tools. I am unable to answer what your exact problem is but I also have been experiencing some slowdowns in CC 2019 with an AMD FirePro video card. I have not yet sorted out though whether the video card is the problem. However do make sure you have the latest drivers for your card.
