Photoshop uses the background color when I click on the foreground color.

Ok, I know the title is confusing, but heres whats happening:
How do I stop this from happening. I've been dealing with it for 2 months now and it's really annoying. I'm using Adobe Photoshop CC 2018.

It worked! Also, I'm not upgrading, I like CC 2018 and it works well enough for me.
