Ordinary PC, Windows 10 Pro 64-bit. GTX 970, 32 GB of memory. Photoshop 2017.1.0 which I'd update to 2017.1.1 but Creative cloud app PERSISTS in saying there is NO update.
This JUST STARTED HAPPENING... Last couple weeks or possibly since the last CC update. It is NOT something that was happening previously. It has NOT been happening for 6 months or a year. It's NEW.
Open a raw image from Lightroom to make a few simple edits... Save the Photoshop file. Just normal, boring, ordinary edits... Repeat a couple times. Memory usage APPEARS normal - maybe 3 or 4 GB. At SOME point, usually around the third image I've opened I get the popup that Windows is low on memory and wants to close Photoshop. When I turn on the resource monitor, what WAS a Commit of 3 or 4 GB and a Working Set of around 3.5 GB has suddenly become a Commit size of 16,575,??? KB - it's jumped from 3 or 4 GB to over 16 GB. I have NO idea why it lost it's mind, but I'm unable to open any additional images. CLOSING the existing 1 or 2 or 3 images that are open does NOT release whatever memory Photoshop has Committed and I have to shut Photoshop down and restart it......
In my preferences I'm giving Photoshop 16 GB or so of memory, but I've TRIED values from 12GB to 20GB and no matter what I set, at some point early in processing images, it'll grab all of it and puke all over it's feet.
Does the 2017.1.1 that I haven't been able to install FIX this? If not, what DO I do to get Photoshop to stop doing whatever it's recently started?
2017.1.1 does fix a scratch disk / memory issue.
In your creative cloud application click on the gear in the upper right corder and choose "Check for App Updates"

The 18.1.1 update has a fix for a memory related issue which sounds like what you are seeing. You can read more here: Photoshop CC 2017.1.1 (May 2017) Update Now Available

Solution 1 usually fixes for most when the update has just been posted.

Can you do this on a consistent basis? I have a Windows 10 x64 system as well but don't see Photoshop gobbling my RAM. (I use a Bridge/Camera Raw to Photoshop combo.)
Try signing out of Creative Cloud and then signing back in to see if the update takes. The next steps I would try from there are (in order) restarting my system, nuking my preferences and uninstalling/reinstalling Photoshop.

Yeah, it's very consistent... I've currently got three images open, was watching the resource monitor as I opened them, didn't see anything odd - about 4GB of memory. Fiddled, made adjustments, did normal stuff, and just switched back to the resource manager and it's gobbled up 16GB of memory. Efficiency is still at 100%, but it's ALWAYS at 100%, even when Windows is throwing a fit and complaining about memory...... If it'll go into here, here's a picture of the resource manager:
I'm gonna go see if I can persuade CC to let me install the update...

I swear I'm getting senile... I could have sworn I put an entry in here.......
Anyhow, installed the update to Photoshop and it appears to have STOPPED gobbling every bit of memory the system has.... With 5 images open, PS is now using around 7 GB, and appears to be playing nicely with others.....
