Photoshop will not download onto Surface Pro 7

I try to download photoshop but when I do this message shows up:

I have downloaded Lightroom onto my computer, but I definitely need photoshop as well

What happens if you click on the Creative Cloud icon in your Taskbar? Also, check out https://helpx.adobe.com/download-install/kb/creative-cloud-desktop-app-download.html
