Photoshop would not launch and block at home screen

Hello, we encountered since 2 weeks photoshop launching probleme. 

Here are the pc specification. The graphic card is rtx2070 super

Please consider following actions the we have done before posting this : 

1.Everything is updated. Windows, graphic card pilote, photoshop version, all other device...

2.We tried several time by removing PS, and re-installing, sometime it works, sometime not. It seems to be random.

3. We followed some tuto of Adobe website, by reinitializing parameters. Nothing worked.

This is really annoying and we cannot work at the moment. Thank you very much in advance.
