I upgraded my C Drive in Windows 11 and Photoshop opens inconsistently. Freezing at either Building color conversion table or Reading brushes. After I close it and try a few more times it opens properly. If I delete and reinstall Photoshop will I need to reload the actions I created and/or links to thrid party software such as Nik and Topaz. Alternatively, is there another solution to my issue? I am on PS 26.11.

This is an acknowledged bug and a fix is on its way.
As to the specific question, actions are stored in the Settings folder in your user account, not the program files. They may or may not be wiped in a reinstall, depending on whether you check "keep preferences".
Always save out actions, brushes etc and keep them in a safe place so they can be easily reloaded.

Plugins should be reinstalled. Keeep an installer or know where you can get a new one. It's the plugin maker's responsibility to update their plugins to new application versions.

@SC Oly User as a workaround until Adobe provide a fix, disable GPU compositing in the preferences and restart Photoshop
