plug-in can not respont to "WM_DROPFILES" message

When drop a file to the plug-in, photoshop will open the file, and plug-in will not respont the message.
Can I stop photoshop open the file and get the plug-in Dialog to accept the message?

Photoshop will see and respond to the message, and open your file format plugin. Your plugin should never see that message.

Thank you very much.
But the "Picture package" plugin which is belong Photoshop itself, could respond to the message. Is it different from our plugin? Is it controlled by Photoshop?

The picture package puts Photoshop into a modal state. That is why it can get the messages. You need to call your plug-in to get Photoshop into that state (modal). Picture package is an automation plug-in.
