Plugin menu grayed out after upgrading to 24.1

I have been a long time trying to troubleshoot an issue since 24.1 and later, that caused the Plugin menu to gray out and plugins installed there to disappear. Several suggestions were made on a separate thread, here: https://community.adobe.com/t5/photoshop-ecosystem-discussions/plugin-menu-gray/m-p/13562825#M705484

I suspected something a little more complex and deeper, and I think I've sort of worked out what is happening, but haven't found a good solution. In case where the Mac's internal NVME drive is not suitable to handle all the system, application, and user data, it's possible and fairly common now, to change in the System Preferences, the location for the USER folder to an external Thunderbolt NVME drive like I have, to a 2TB NVME drive. This has worked great, allowing me to keep my system and applications on the internal NVME drive and the users on the external nvme drive.

The problem now arises in PS 24.1 and later, where the plugins menu is no longer available, nor the plugins themselves, even though Creative Cloud App indicates they are installed and functional, when this is the case of having the ~/Library/Application Support/Adobe... on a different physical volume than the main application folder. If I copy the PS directory from the main /Applications folder to ~/Applications on the volume where the User directory now resides, then it all works as it should.

But a second issue is also present, and that is that Creative Cloud's ability to edit the location for installation of apps no longer is obeyed. I have changed the account>preferences>apps install location to the external location and even removed all the apps so Creative Cloud could install fresh, but it continues to want to install them on the main directory in the /Applications folder. It seems to ignore that preference setting, even after uninstalling Creative Cloud and installing from scratch.

Thanks Kevin. I had done that already. Yes PS had Full disk Access. Anyway, got on the phone and we ran through some steps. We uninstalled PS 24.1. Installed PS 23.5.3 and installed the plugins. They all showed up in the Menu as well as in CC. So the problem is clearly on the Plugin Management side on PS24 and above. I am ok with staying with PS 2022. I get the new ACR changes in Lightroom. So my problem is solved for now. The funny thing is that I downloaded a Plugin from the CC marketplace (Watermark 3 v3.2.2). It says on the Marketplace that this Plugin works with PS v23 and above. Even that one does not work or was not validated to work in PS 24.x by Adobe.

@BeeGee63 Go to Apple System Preferences/Security and Privacy and make sure Photoshop is added and activated in Full Disk Access list.

Yes I did check them. My Topaz plugins are in the Plugin folder. I also tried to install a new Free Plugin from the Marketplace via CC, however that new one also shows as Installed in CC, but never appears in the Plugin folder and I do not see it from within PS.

Thank you for the tips. They did not help. I also tried to get a Free Plugin from the Marketplace (Watermark 3) and tried to install from CC, that does not show up either. Even in the System/Library/Application Support/Adobe/Plug-Ins folder I do not see any changes after the installation via CC.

Some plugins have not been released for M1 chips yet requiring you to use them in Rosetta mode to access.

Tony's latest panel release was in 2020.

Let's make sure we're in a default state and there are no stale settings somewhere:

Does it work correctly? 

If that doesn't solve it, you can quit Photoshop and put the Settings folder back. 

It may help if we could see your Photoshop System Info. Launch Photoshop, and select Help >System Info...and copy/paste the text in a reply.

I am not sure I can answer your question as I am not on a mac, but just to let you know that the plug-in shows on mine, including on the panel:

I'm assumming it doesn't show as a separate panel in yours neither? As well as the plug-in general panel?

You can check that your plug-in preferences is in order:

Have you checked if it shows in the plug-in folder of photoshop (and that for some reason shows elsewhere where PS can't find it?)

Apparently for Macs it's

Applications > Adobe Photoshop 2023 > Plug-ins

I'm sure someone more acquainted with MacOS will chime in as well!
