Posting and asking questions

I know I'm a noob but man it's hard to find places and to ask questions here.

I just posted a few questions five minutes ago and can't for the life of me figure out where it is or how to delete it as I think I found the answer in another forum on here just now.

I did look quite a bit before posting.

I had to change my account email recently and lost all my old community notes.
I am trying to post a new question, and there is no button to POST A NEW question – I can only to respond to existing ones. Does anyone know why that is?
Thanks!

The new post button changes according to your screen format, but so long as you are signed in, you should see the blue post button.

Or if you are using a phone

Thank you. If I do a search first to see if anyone has already asked the question, it does not bring up the 'post to community button', only reply.  If I first click on a program topic button from the home page, that's the only way a post to community button shows up. Years ago, you could post a question from within the query page. Thanks!
