I'll weigh in with my perspective, Derek
Sometimes I will upscale cartoons. Of the three enlargement settings, Preserve Details 2 with a 99% noise reduction does the best job at 400% enlargement. I usually keep between 160-200% upscale, but it does a nice job at 4x or 400%.
Before applying the setting, the Image Size Preview Window gives me an idea what too expect and I do see a difference between Preserve Details and Preserve Details 2.0 with that same 99% n.r. setting.
I have never tried it on continuous tone photo images so far.

Derek, it is a clear improvement. Even with angles and curves, but obviously works better on hard edges.

Here's an original 100% crop at 600 x 600 pixels:

And here it's preserve details 2.0-upsampled to 1500 x 1500 - and then cropped back down to 600 x 600:

Not bad, no obvious artifacts - but do you really gain anything? No, you don't. I'd still print at original pixels, as long as ppi is still high enough to avoid visible pixels.

Preserve details 2.0 doesn't exist in Photoshop 21.1.2!!!!
