All of a sudden Print Screen does not work. After pressing Print Screen on key board - get a strange little window with ADOBE PHOTOSHOP EXPRESS , SELECTION, FULL SCREEN and GEAR symbol
Is there a chance that this is a recent upgrade or update to Windows 11, and the Print Screen button has been reassigned (possibly unintentionally) to open the Windows Snipping Tool? For example, go to the web page linked below, scroll down to “How to Change Settings on Snipping Tool” and in step 7 there, see if it helps to change the setting “Use the Print Screen Key to Open Snipping Tool”.

Yes, that sounds like the way the snipping tool works now, since 25H2. It threw me off for a while until I figured out all the settings and options under the gear icon.
