Hello
I have photo shop CS3 and I can't access it. It has a crircle and line through it. I dont want to upgrad because i just use it when I need it.
I have macOS and catalina.
All of y Adobe software is unuesable.
Can anyone help and maybe guid me in the right direction.

For better or worse. apple deprecated 32 bit applications on macOS Catalina and Big Sur, meaning your 32 bit photoshop cs3 won't run on macOS Catalina.
Depending on what features of cs3 you used, maybe photoshop elements 2021 for under $100 will fit your needs and it's a perpetual license not subscription.
The Creative Cloud Photography Plan is around $10 a month and includes photoshop and Lightroom.

so... Apple has closed down old programs using 32 bit? Not sure that I should have to buy more to have something I bought - remain functional.... I would hope Adobe might step up for LONG time users and grant them use of the latest PS on the latest OS.

You can continue using CS3 on the hardware and macOS you have had it installed on originally. This is about the fifth time Apple has forced us to buy new software when they have upgraded their OS.
Photoshop has been subscription only for nine years. Here are the current plans:

Note that there is a Photography plan (annual) that is payable in a lump sum or monthly at $9.99 per month.

Don't update your OS or hardware, you can run that old software a very, very long time.
I've got an old MacBook that can boot into OS9 and run an OS9 legacy verision of Photoshop. Pointless but doable.
No one at Adobe or any software company forces anyone to update or upgrade their hardware or OS. That's the users choice. If you do so and your old software will no longer run, it is only one person's fault.
