Problem with photoshop - Flickering screen

I have a problem with Photoshop, when I try to open a photo in PS, a flickering screen pops up. I have a new system, a new hard drive in my computer (Windows) and freshly installed Photoshop. I have uninstalled and reinstalled the app but the problem persists. 

What could it be and how to fix it?

Try enabling "Deactivate Native Canvas" in General Preferences and restarting Photoshop; better?
