Problems with Liquify Tools

Hello everyone, I have problems with my tool liquify, when I open the window of loquify none of my tools are enabled, every time I click on any tool only appears.

I use the Mac Sierra and my photoshop is the CC2017 and I also have the cs6 version, both have the same problem. Can someone help me ?
