Program Error Message in Photoshop 22.1.1

I am getting "Could not complete your request because of a program error" message when I try to open a jpeg or even try to close the program.  I have the latest version of Photoshop installed and have tried uninstalling and reinstalling the program and it still won't work.  Any suggestions?

    Hi new version has some bugs it is better to revert back to 2020 version for better experience....regards
