PS CC 2017 unexpectedly reset to default... all actions lost; fonts, toolbar etc very small

I opened Photoshop CC 2017 this morning, and it looks like it has reset itself back to default... all my actions are gone, the workspace has very small tools and fonts and I can't find a way to fix it. I searched for the 'Actions Pallette.psp' file and found a few from my current and past versions of PS... the 2017 file has todays date and is only 29kb in size... my last before that is late 2016 and 724kb... it is a similar situation with the 'Machine Prefs.psp' - again dated today, and 34kb compared to the last one at 561kb... I can just save the larger files over the current ones, but that does not restore actions made since then, or explain what has happened.

Is there any way to just restore PS 2017 back to what it was two days ago?

You can try "system restore" if you have created any recent system restore points.

The "system restore" may probably screw up PS which you can always uninstall and reinstall, but you get those files back which you can copy out of PS and then copy back in if the restore screws up you PS install.

Did you save your custom Actions as atn-files at any time?

the workspace has very small tools and fonts

What is your UI Scaling Preference (Photoshop > Preferences > Interface)?
