All of a sudden my PS CC refuses to start,
I'm on WIndows 7 Ultimate x64. Latest Photoshop CC app, recently updated via Adobe Create cloud desktop app.
Initially stated missing "winml.dll". I asked my friend to send me one. he found it on his Windows 10 (not on his Windows 7 Ultimate !!!) laptop.
Now my PS CC complains about "api-ms-win-core-libraryloader-l1-2-1.dll". I have a feeling that if I happen to find that one it will require something else.
It is possible that it looks for the full content of some missing Vsiual C++ Redistributable package named vcredist_x64.exe, or maybe vc_redistx64.exe, or whatever similar name, but I can't find any of those either.
I have 2,000 images to process before the upcoming weekend, please help!

Like a lot of people here, I just wanted to say Thank You so much for this. I've been pulling my hair out trying to suss this out and I've just followed the steps mentioned and I'm in. Here's hoping that remains so but for now it all looks good. So thanks again. Ps I dont normally post on things like this but I'm that pleased I wanted to. .... Has this happened because I run Win 7 and we're being expected to get a win 10 machine so it all works smoothly?

Hey, thanks a lot !!
Just lost 4h in the middle of a deadline trying to start photoshop with no luck. Damn CC updates breaking everything. I was in the middle of re installing CS4 (!!) from an old DVD to finish my work in time.

Muchas gracias,

Just visit the link I posted above. Then download the 12.4 installer and run it. That's it. Worked for me!

Use the link provided by _Philip_ above
Normally the intall files will overwirte the older files (don't forget to turn off auto update in CC before)

And what to do next, Adobe cloud does not offer an update for photoshop 21 version for Windows 7. It also doesn't have any updates for older versions. Trap.

Аля0D4D In my case I'll switch this computer over to Windows 10 when I have a gap in my schedule big enough to deal with all the problems that will bring. For now I'll have to stick with Photoshop 2020.

I don't care about upgrading Photoshop to get some new funky feature.
I care about the workflow which worked satisfactorily yesterday also working satisfactorily tomorrow.

Thank you!! I took Camera Raw back to 12.4 and my Photoshop is working again. CC was set for Auto Updates and I didn't even know it had updated it. It is no longer set that way.

aw God thanks! Major panic attack ahah
i was planning on updating windows but it seems I can't find any gap in my schedule, you saved my life.
This actually kinda affected After Effects which is still showing some Camera Raw related message at the start, but it should work I hope. Running some tests tomorrow before getting back to work
THANKS!
