PS- Layers Not Blending Properly

I'm having a issue with blending layers in Ps. As you can see by the images I submitted. My OS is Windows 11 & Ps ver. 24.2.1.358. I had the newest version of Ps but went back to this version to see if I still have had the problem & I did. I have another pc with Windows 10 & this version (24.2.1.358) & it works fine. Its my workhorse, just wanted to build a small form factor pc to take up less room.
When blending layers 100% Hardness & 100% Opacity it takes mutiple clicks/swipes to acheive the desired result. I also get this Hao affect as you can see with a swipe of the brush, very strange. I checked all the settings in Ps and they are identical to my other pc thats working. This is a newly built pc and other then problems in Ps its pretty fast & works ok, just not with photoshop. I took out the gpu and I still have the same issue.
PC Specs: ASUS B660i, i7-12700K, Windows 11, Corsair DDR5 64GB 5200Mhz, 'C' Drive Samsung 980 Pro PCIe 4.0 NVMe M.2 1TB, EVGA GTX 1650 Super, H100i Elite AIO, Corsair PSU SF750.
My GPU came with a gaming driver and I installed a studio driver instead, had issues when all fired up so went back to a gaming driver and still had same problem.
Really at a loss here and could really use some help. Any ideas?
