Hi
Simple answer is no, snology NAS are meant for storage/backups and do not have an OS that's capable of running applications.

Whenever this type of question comes up, the real problem is usually a system running out of disk space.
The only answer to that is that moving the application solves nothing (even if you could, which in this case you can't). The space saved is negligible and a system disk that full will soon give much bigger problems than Photoshop.
You need to do some housecleaning and clear out much more space.

Actually, today’s NAS operating systems (such as Synology DSM) are surprisingly capable with a number of OEM applications included, and do support applications by third parties such as Docker and WordPress. This is partly because the processors that drive NAS hardware have become as powerful as older PCs. For example, some households use their NAS to play movies/music with Plex Media Server or to monitor their home security cameras, and some developers run virtualized OSs on their NAS so that they can remotely work on them.
The main problem here is that Adobe simply has not made any of its applications compatible with Synology DSM. It is not a supported operating system in the Photoshop system requirements, so there is no way to install it.
Cyberwasp, if you want Photoshop to run on Synology DSM, consider submitting a feature request in the Ideas section of this community. It might be possible someday, since Adobe is now able to run a form of Photoshop in a web browser.

I think @D Fosse is actually on the right track here. I suspect cyberwasp really wants to install Photoshop on the shared volume of his NAS, to save space in the system disk. It might even be possible, but would be terribly slow if it worked at all. Only the cyberwasp can clarify, but it seems more likely a goal of installing on the NAS volume (mounted to the user's main system as a network drive) to save space.
