PShop CS2 error "..failed to start because IJL15.dll was not found

I suddenly started receiving this message when CS starts. I have the latest version. the actual message says:
"this application failed to start because IJL15.dll was not found." Re-installing the application may fix the problem.
I found a file on the internet and placed in in the system32 directory, but this didnt help.
Any suggestions?

I would suggest a reinstall and maybe a call to tech support.
