Purge All, All what?

Hi What is the difference between Purge histories and Purge All in Photoshop.
All what?
There is nothing on it in the Help Manual either. bit strange beings as it is in the Drop Down on the Command Menu.

Histories (History panel state "steps")

   or

Clipboard

   or

All  (Both History and Clipboard)

EDIT: Undo is also included from History state steps).
