"Please re-login with your adobe ID to continue using neural filters" when trying to use

Every time when I try to use the "Smart Portrait" neural filter, at the top right bellow the text "Smart Portrait", where the text "This filter processes image data in the cloud" is usually, gets replaced by "Please re-login with your adobe ID to continue using neural filters".

The Skin Smoothing neural filter works just fine.
I have tried uninstalling photoshop and reinstalling it, logging out of my account in the creative cloud app and in my browser, and then logging back in.

Any ideas on how to fix this?

Update: Now all of the neural filters have the same error
