"Transform Tool"???

I was watching a Youtube tutorial on creating comics dialog balloons ( https://www.youtube.com/watch?v=xINp7U7ykvk )(scroll to 9:45 mins). The instructions were simple except the Transform Tool shown in the tutorial isn't available with my 2018 version of Photoshop (or is it??) I called the help center in India TWICE, and both times the reps viewed the tutorial but after an hour of opening/closing windows, scrolling menus, and experimenting, decided they didn't have an answer. Can any experts out there help, please?
