UPDATE:
So I have two computers I use frequently:
- HP all-in-one at home
- Mac with Windows 10 OS at work
Once my HP upgraded to Windows 11 and a changed a few settings, PS 2022 started working fine. Thank goodness! (see my current settings image below in case you are interested what ended up working for me) However, I'm still having to use PS 2021 on my work computer. Super frustrating.
How is that possible I have 12003 MB of RAM available - This clearly isnt the cause of the problem.

No, the problem is that you've set RAM allocation to 100%. Never do that, it will quickly choke your whole system. Other processes need RAM too.
Set it back to 70% or so. Your scratch disk will handle the heavy load. That's much more important. If disk space runs out, Photoshop will grind to a halt.
