i have image that has rectangle shape in it. i want to create rectangle in exactly same position and exactly same size on a different layer. How to do this?
If that is the only shape on a layer just copy the layer. If it's in the Background layer then select the rectangle using the rectangle selection tool. If the angle is not perfectly square, just use Transform selection to adjust the selections final shape and angle to match the one in the background layer

It's not the only shape. It's part of many other things in image but how do you use selection tool to match exactly that rectangle without missing one pixel while selecting?

As I mentioned above you can transform the selection to match the original rectangle as a way to match it exactly. Or use quick mask after the rectangle selection is made and reselect that area in quick mask leaving a bit around it to see the edges and transform that area to match the rectangle you want to match. You can zoom in to see it properly. Or as Trevor mentioned use the pen tool at the pixel level create a work path. Double click that path to save a path that can be renamed if you wish. Then Command-Click (Mac) or Control-click (PC) to make the path a selection. Make a new layer and fill that selection with your rectangle color.
