Remove Glare from Photo

How can I remove the glare caused by the reflective vests in this photo?

I would just select them and paint over.

A quick first step is to open it in Adobe Camera Raw (if it isn’t a raw file, then in Photoshop choose Filter > Camera Raw Filter), and then reduce the values for Highlights and maybe Whites.

If that is not enough, you could specifically select just the blown out areas and reduce Exposure, Highlights, or Whites within those areas. You can quickliy do this in Camera Raw using a Luminance range mask, to select only the brightest areas so you can darken those further. If you haven’t used Camera Raw masks before, there will be a bit of a learning curve, but once you learn those techniques you can take care of problems like this very quickly.

It looks like the edge of my Luminance range mask should have been pulled in a little more, but otherwise that’s the basic idea.
