If it is a smart object go to Edit>Transform>scale and it should show the precentage at the top option. Change it back to 100%.

Hi!

If it is not a Smart Object as Kevin wrote, then resizing the layer could lead to a soft or pixellated image. It is always a gamble when you up-size an image--sometimes it works and sometimes it doesnt. If it is not a smart object, then your best bet is to reimport the layer fron your original file.
